Deputies applaud after voting anti-crisis measures on October 31, 2008 in Kiev. A package of legislation demanded by the International Monetary Fund (IMF) to release an emergency loan worth 16.5 billion dollars (12.8-billion euro) is in the second of two readings. The measures would include increased bank deposit guarantees and the creation of a stabilisation fund to help ailing banks and companies which are not able to service their foreign debts due to the global financial crisis.
